There are already many thieves and some Lords decided to join the Guild of justice - Police Guild.
Let’s get rid of those damn thieves :)
Level 1: +2% damage to thieves, 5 swordsmen join you (vs thieves).
Level 2: +4% damage to thieves, 10 swordsmen join you.
Level 3: +6% damage to thieves, +1 defense, 15 swordsmen join you.
Level 4: +8% damage to thieves, 20 swordsmen join you.
Level 5: +10% damage to thieves, 25 swordsmen join you.
Level 6: +12% damage to thieves, +1 morale, 30 swordsmen join you.
Level 7: +14% damage to thieves, 35 swordsmen join you, 2% chance to join battle vs thieve.
Level 8: +16% damage to thieves, 40 swordsmen join you, 4% chance to join battle vs thieve.
Level 9: +18% damage to thieves, 45 swordsmen join you, 6% chance to join battle vs thieve.
No swordsmen join you if you join the battle vs thieve, i.e. when you help caravan or other player.
Additionally, Monks join you as usual (i.e. if your combat level is lower than thief’s).
If your combat level is higher than thief’s combat level then some Bandits join the thief.
If you are a thief and decide to become a policeman then you lose 30% of thieves’ guild points – as a penalty for your crime (when you sign an agreement in Police office building). And you should sell your thief invitation before joining Police Guild, because it will be lost, when you attack someone as a thief.
You can stop being policeman (cancel treaty in Police office). But if you become a thief again then you will lose 50% of Police Guild’s points after your first (only first) attack as a thief (treachery must be well punished).
It means that you have to choose which one you are: thief or policemen.
I.e. you can’t be 100% thief and 100% policemen at the same time.
Swordsmen join you only when you are policeman and you are seeking for thieves (not when a thieve attacks you unexpectedly), but other Police Guild’s bonuses (damage vs thieves, +1 def and +1 morale) remains always (if you have enough PG points), even if you leave Police Guild (and even when you become a thief again).
Damage bonus vs a thief is included only:
1) for Policemen having at least PG level 1, when he catches a thief and attacks him
2) for any player having at least PG level 1, when he was attacked by a thief
+1 morale bonus is the right bonus for policemen (and yes, it is useless bonus for necromancers – where did you see some skeletons as policemen? :) )

But thieves can't ambush players of different level anymore. Or is it that policmen can 'find' thieves of higher level when patroling? | Also the bonuses are sort of unbalanced. also i think u should add a level requirement(6) since u can only be ambushed from lvl 6 onwards | LOL, you want 40 swordsmen and + 16% damage, and morale, initiative, etc. ?? If you are so brave, go hunt some thiefs. Brave policeman. Put your full arts and travel between Capital and Yellow Lake. When you hunt some bad bad thief he will be paralysed for 1 hour(cant set ambush).
The idea is maybe not so bad after all. But all the advantages are a joke. You want to practically CANCEL the thiefes guild. It will never happen because some people PAYED the real money for the invitation. And you want to hunt lower levels as well?

So you want to bug players while they are fighting their caravans which are already hard? What if a thief started bugging you on your hunt or merc quest?
If I understand your idea properly: You want to fight lower level enemies, with + morale, + defense, + 16% damage, additional monks and swordsman, because you are so brave and strong hero? | You want to fight

like 30 bandits for each level diffrince and if you were a DE with poinser you will have 20 poinser each level diffrince | this idea is 1 big failure

I didn't know that. If so, then no Monks. Or maybe you can ambush also higher level thieves and then some Mercenary warriors (or Mercenary archers) joins you for some small price (police hire mercenaries) and you get more PG points if you kill higher combat level thief. Feel free to make your suggestion.

The idea is to make policemen a bit stronger than a thief (major bonus is only vs thief), because that is policemen's honorable job and policemen don't get paid (maybe he should).
By a thief I mean only those players who are trying to ambush someone, not those who have some thief skill points (I don't know how ambushes works, maybe I'm completely wrong here, this just an idea, make your own suggestion). Maybe players have to sign some Thief treaty before they can ambush someone (to confirm that they are thieves now), then they also can be ambushed by policemen.

Yes, but you can't be 100% thief and 100% policemen (I mean guild points here). It isn’t worth to switch sides often. I.e. you can be thief for some long time and then you CAN become policemen for some time and later you can be a thief again and have some bonuses from PG.

You can SELL (or loan) thieves invitation before joining police guild. Maybe thieves’ invitation shouldn't be lost, because sometimes you can forget who you are and make an ambush accidentally :) Instead, you shouldn’t be able to make any ambushes as a thief if you sign policemen treaty.

Maybe not. Make your own suggestion here.
Random thought: even low level Thief is a criminal, so he should be sometimes caught by policemen, even by high level policemen, right?

Do you always think only of yourself? I.e. do you think that all my suggestions are made only for myself? I've made some beautiful suggestion here. So, if you don’t agree with it then write your own suggestion, i.e. improve the idea.
I don't like the game rules, so I don't fight. Why this bothers you?

So, I hope it might be implemented. And if it will never be implemented (or other way to get faction skill points without getting combat experience) then YES, I will never fight again. And yes, it means that I will never be policemen (or thief).

Ok, feel free to improve it. | Two things I don't quite like:
1. You can be both a thief and policeman. Instead, would be better if you could transfer thief points (with a certain loss) into police points. And couldn't switch back-and-forth.
2. PG with current bonuses has only one "use" - to make life a living hell for thieves (as if hydravans weren't bad enough) It gives no bonuses outside ambushes, but it gives insane bonuses to ambushed players. That's not right.

Any idea can be improved by many players.
It shouldn't be this way: "make your suggestion and we will all criticize it as much as we can".
It should be: "make your suggestion and we will all discuss it and improve it, or explain why it was wrong idea". | We are improving it by pointing out flaws.

I really didn't mean that. By saying "Make your own suggestion" I meant feel free to modify this suggestion. I'm sorry that you misunderstood me (it's my fault, I should have made myself clear).
And frankly, there's much about your idea that's to be critisized.
Of course there is. No idea was perfect in the first try.
Some questions for all players:
1. Do you think this idea got your attention? I.e. you have something similar in your mind, but you would make it in different way.
2. I so, then please tell how would you make it.
3. If you don't care then thanks for reading it.
4. If you completely disagree with Police Guild idea then please explain what you have in mind, i.e. why it is a bad idea.
