De iure - no. Clan money belong to clan, and all debts to clan must be returned - just like debts to player (so if you take something from treasury you have to put it back) And clan entrance fees definetly should go into treasury.
De facto - a great deal of clans is used to enrich the clan leader - with money going into either their skill or artifacts.
It's not even a loophole - it's a gateway in rules. So I'd say its legal. Underhand and dirty but legal. |

| check the logs of recruiters and leader. It is tedious work, but if you want to donate and make sure it is actually used for the intended purpose, then that I think would be the best course of action before letting your money go or even joining the clan in the first place. |

They Can't see the Clan Balance.
Treasurer - Can Deposit or Withdraw Gold.
