Well at least that's what the talent description means. Because in effect, you get to recruit significantly more than that. |

The earliest you can get rally (as a dark elf) is at level 7 anyway, so you *should* have a fort by then. To me it was already significant more at that level, unfortunately I don't remember exactly how much more it was. =\ |

For Dark Elf....rally is really only useful with ambushing, and maybe some pvp :)
For hunts/merc I prefer attack talents. Even for pvp i prefer attack talents.
