It depends on the intention of the user of that word.
It also depends on the sentence.
If the sentence is "You s____", I think it is a foul word.
If the sentence is "I s____ the water using a straw", I don't think it is a foul word. |

| IMO if you use suck on a person then its insult, but if you say something sucks like elven bowmen suck or Mith Sword sucks then its definately not insult. |

and what if some players replace the letters with * like "f**ker" or use intended mispelling of foul words in the combats?

| No, you're wrong. I think this is a foul word. Maybe some people use it very frequently, but I don't think this word can be categorized as a polite word (and on high quality games, usually only polite words are permitted). I really don't care if anyone insults me but I don't ever use this kind of words, and I think nobody should do. |
| It is NOT a foul word. Not by any dictionary that I know (check your dictionary; it would tell you that it's a slang, but not an offensive word). I am not at all offended when someone tells me that I suck at something. I might not agree that I suck at it (I might think that I am rather good at it), but I would not be offended. |

I see you are having an extremely poor grasp of the language.
If I'm "insulted" (how did you arrive at that?), I would be equally insulted if the person simply tells me that I'm not good at it. In other words, I would be insulted at the idea, not at the word. |
| 'suck' is not a foul word. Rather than to be insulted by it, think of it as a shorter version of 'you're not quite good at it and really ought to improve' :) |
