| it is random. I got two sets of thief boots at TG1 and 2, which made the choice of arts really easy for the person who lent me the TGI :) |
I notice that most people get Thief Cloak and Thief Boot levels 1-2. It is random, but since I manage 3 TGIs...this is just based on my experience.

strange enough, i got boots and cloak on my 1st 2 TG levels..
well, in that case, hope you get 2 cloaks :D |
