I would think you can refer your brother. I haven't seen any rules against this. In fact you might even be able to have your main refer your multis.
Just remember to follow all the multi rules regarding no transfers and combats. |

There's no rule that states 'refering multichars is forbidden'. However, it falls under
3.9. Additional characters created for any kind of support to the main one ("multichars" later on), (e.g. resource and artifact keeping, trading, assists in combat or enrollment) are forbidden.
I'd say refering relatives is allowed, but not their multichars. |
