u get more soldiers by leveling up or by purchasing new constructions. u can also change the number of each unit by going to the Character page and then the Recruiting section.

Some factions also get more when when you increase your faction level.
IE Knights with Training Chambers building and Necromancer's Skeleton counts.

You also earn some resources (If you are referring to Ore/Wood/etc, since technically, Elements are also listed under resources, along with steel/nickel/steel) via hunts. I have seen Ore given as a price many times, cannot specifically recall any other.
If you are referring to elements, like Abrasives, Windflowers, etc, you can earn those through Mercenary missions or buy them from other players directly--or through market.
