Actually the cheapest combination of AP for level 6 is -
Light Axe + Luck Drink from the Tavern
It turns out that the Luck Drink from the Tavern provides 4 AP.
The only problem is that it has a limited duration each day and requires Gamblers Guild Level 12+.
