At my house we have 2 computers. but we get internet from a Verizon router. My sister has a lvl 5 account and my mult is a lvl 5. So are we allowed to battle together.

I'd say better to be on the safe side and don't do it...but you can wait for the administration to come back so they can answer you question in an official manner.
I did see Arctic allow certain siblings to transfer items with one another even though they were on the same IP (TGI lease). So I don't see why battles would be any different since they fall under the same area in the rules. |
| If you register your sister's char as your sister in the game (at great capital registry office), I don't see why it wouldn't be allowed |

It is allowed.
Unfortunately siblings are a loophole in rules because as I see it..on this server some players have so large family that it seems to me they are ants or bees.. |

3.8. The fact of logging multiple characters in the game from one computer must be by all means shown in the "character information" of all those characters with explanation of reason (relatives, friends, playing from a computer club etc).
3.8.1. Participation of several characters played from one computer in one combat is prohibited. |
| 7, Queen_Amanda, you are talking about 2 players on one PC, he has more than 1 PC, but he is using the same IP for playing. |
