you need 21 points for expert darkness (if that's what you mean) and that you can get at lv 8 when you have 25 points.
if you mean lv 3 darkness spells. you get them at lv 10 after building magic guild 3.
darkness talents don't give you new spell, they make the existing ones stronger or adds a mass effect.
build magic guild 1 to access lv 1 dark spells curse and delay |

You need the Basic Darkness Magic talent to cast Level 3 spells when you build the magic guild 3.
