If your friend plays from a different IP there should be no problem.
When you say "repair your friends artefacts for free", I am assuming you mean that you are paying for the repair out of your own pocket? If your friend pays for most or all of the repair it may be taken as financial support to your character.
This is because your character would be gaining smithing Skill Points at the expense of another character, which is a sure sign of a multi-character. As multis providing financial assistance to a main character is not allowed, you should avoid anything that may resemble this.

He plays from a different IP. I can play the whole day (from work), so I have more money than he does (he plays only at evenings), so I would like to help him this way, because if he stops playing, I will have no more fun here and I will stop playing as well. |
The people asking for 100% of repair fees generally have a smithing guild level of 7 or more.

y is smith skill level important with regard whether or not it is legal? if someone who is not a multi of said person wants to help fund a friend to increase ihis smith guild level y shouldn't he? |
The repair of a level 0 smith is practically worthless. You could do it yourself and earn yourself Smithing points with the same cost and effect. High level smiths provide much more effective repair for the same cost. This obviously has some value to a player with a worn item. Do you seriously expect people to pay the same price for a 10% repair as a 90% repair?
If you continually help a friend to increase his smithing skill it would likely be viewed as financial assistance. It's not a problem on a small scale which is the level a proper friend may go to. However most people using multis use almost all of their money supporting their "friend" and expect us to believe that they're not multis.
Why would someone fund someone else in their smithing venture when they could spend the money on their own character? If you want to help a friend, offer to repair their items for free. You help them with free repairs, you help yourself by increasing your smithing skill.
It's when it's a completely onesided transaction on an ongoing basis that it becomes obvious that it is financial support from a multi. Don't imagine that the admins will be fooled.
