Tech answer:
Not really, to reduce server load.
If everyone does not need to stop to 'recover', people would be in battle continually, one fight directly after another. This would slow the server down as every second there would be tons of battles going on.
Making people 'cool-down' spreads out the pressure on the server.
Non-tech answer:
So that you can have a break, eat, bathe even. And you make sure you don't spoil your eyes staring at the screen, clicking at Angels that have come to kill you. | i see, that it explains it
