I'd say : a big plate of french fries with ketchup.
Honestly, this question has no sense : it depends very much on the fight. When going PVP, at high lvl, ini rules. At lower lvl, moral may be more important. |
generaly i would say +2 to moral is way better. but the ini-boost can be important, especialy in the first round when it can enable your shooters to shoot before the enemie shooters...
but generaly: moral |

boat = initiative
ship = moral
but if you got some shooter that you want to shoot first.. so got the boat. ;D |

well... it seams to me most are just comparing initiative with moral. but the question isn't just about the two attributes, but also about numbers.
initiative +4% aint that much - but moral +2 is substantial. |
No real answer, just by the way you play.
Example, if you're a faction which have shooters or units which have high Ini, then its better. But morale can be good too. So it still boils down to your playing style. Personally, morale is for me ;) |
