i think it refers to hero's initiative, a bit like MH ring of dexterity increases by 7% hero's initiative (not troops)
This would means that your hero gets 10 ini + 10%, that is 11. More if other modifiers are applied (like the said ring). |

The EFK aren't wearing the sandles, it's the hero character (the one that stands on the side of the battlefield controlling the army, just to avoid confusion) that wears the artifacts, so the effect is ONLY applied to the hero character, as mentioned above |
