Does soldiers luck increase the chance of a hellfire attack. It's a passive trigger ability after all :?

READ carefully, it says Hero's Stacks gain 30% chance to deal extra blah blah.
Hell fire has nothing to do with my hero except the source of mana and spell power. |

I don't know for sure, but I guess soldier's luck only affects "special abilities" as listed in here:

And since hellfire isn't a listed "special ability", then soldier's luck shouldn't affect it. |
