there you can see range diagram.
You can shoot ennemies at any distance.
But beyond range, you deal only half damages (the cursor shows a broken arrow)

range is 6 for all shooters (except those with no range penalty)
this means that if a speed 6 flyer standing wherever the shooter is, if it can reach and stand on the place where the target is standing, it will do normal damage. if it cannot reach, it will do half the damage. if its very far away, shooters with 'range penalty' will do a quarter of damage (eg. bandits/poisoners).
if its very far away, shooters with 'range penalty' will do a quarter of damage (eg. bandits/poisoners).

It's not related to being far away.

Range is 6 for all shooters. Within 6 squares, they deal 100% damage. If their target is beyond that, they are at "long range".

Shooters firing at long range deal half damage, or even one quarter damage if they have "range penalty" like Dark Elf Bandits.

Finally, when in contact with the enemy, shooters deal half damage as well (melee penalty).

Damage reduction (full / half) is irrelevant to actual distance. You deal 50% damage with Bowmen if your target is 7 squares away or on the opposite side of the battlefield.

Some items (hunter items) may increase the range to 7 instead of 6.

Note that in case of large creatures, you may target any of the 4 squares they occupy on the battlefield; some squares may be in range while others are out of range. Aim carefully because the square you actually click on is used to compute range to the creature! So yes, if you click on the wrong square in some circumstances, you may only deal half damage.
