Well, your best option would be to play your account 'til lvl 3 and try to contact the Secretary via PM.
Since you were blocked by own will, there's a slight chance you'll actually get unblocked. |

It is a two way thing
Accounts can be blocked, you see it time and time again
Though accounts being unblocked is rare, though it does happen
for for Dostar1:
Get to lvl3 ASAP and contact secretary and there is a chance to retrieve your account |
A reason that your account can't unblock, is your illegal transfer..
