No.
You need to have corresponding talent to learn Lv 3 and above spells _from the guild_.
Dark elves' magic guild consists of two school - darkness and chaos. Having Basic darkness/chaos or Wisdom allows you to learn the new spells there. |

That's pretty much it.
To be able to cast the lvl 3 spells, you need both the talent and the mage-guild. If you don't have the talent, the guild is just there. |
