i have a character on ru server, everything just like this one, same combat lvl, same faction lvl, everything is the same, but there, i have 1 more rogue than i do on this server. is it different just because of the servers, or is there something im missing?

There can be three possible explanation to it...
and this i can say untill you give a link to your other character

1. bug on the server
2. primary server difference
3. Or somelow level building which gives you 4 additional bandits..(i may be wrong its been about a year since i have seen the de castle and not after the updates) |
| A theory might be that you have updated your bandits to poisoners on the russian server, and that enables you to have an extra rogue. |
(both of the characters do not have poisoners)
so unless a link is provided we can't really say ha happened |

| sometimes its just the order in which the troops are recruited with my old necro i could recruits 7 vamps 21 ghosts and 81 skele but hten if i took 4 zombies and then the skeleies i could still take 81 skeles and 4 zombies as well try taking 16 rouges first |

That was because of your skelly reserves. If you did your skellies last, then you can maximize your troops by fully using your reserves. |
