First of all, you have to realise that the Secretary is played by a mortal just like you. Which means there are times where she's not online.
When she does come online, there is probably 34 tons of email, consisting of eleventy million queries and various reports, not to mention various spam about upgrading various body-parts. Given time, these are sorted out and matters dealt with.
This said, we can expect a certain amount of haste but I can't give you any form of timeframe for when things will occur, because I'm not psychic.
