you need magic school first
bhm only enhances effects. | You can cast level one and level two spells without the need for any "Basic Magic*, as long as you have the mage-guild built.
However, for level three spells and above you need to add the talents as well as the mage-guild.
Example: To cast Chastise, level 3 holy-spell, you need both the mage-guild and the "Basic Holy" talent. | | some factions with 'wisdom' talent cant ignore the talent mastery and access the lv3 spells BUT you still need the lv3 magic guild for that | Pang meant 'can' instead of 'cant'
