this is the feature for tournament players it is not a bug it is to participate in hunt in that lvl only.
u will be lvl up by participating in hunt.

You will never level up after being ambushed or after playing in a tournament because you are given a chance to continue at that level.
Caravan quests are an abmushing scenario with you being the victim. |
