I have been looking as i have heard very different answers about rules.
Are there any links to rules described in a fairly clear-cut manner?
I would also appreciate links to TGIs both before and after this new rule. |

Before this point there were no specific rules about TGIs, except maybe 3.13.6 and 3.15 which mention TGIs in passing. Also note General Rule 3.33 gives the date from which it applies.
Also, General Rule 3.21 needs to be updated. It has been rendered partially out-of-date by General Rule 3.33.

Hmm... a specific question.
A player keeps taking out big amount of gold from a clan account.
Nothing is repaid... is there anyrules concerning how this work?
How does the clan accounts work with regards to withdraw and depositing? |
| The clan treasury essentially belongs to the clan leader. I'm not aware of any rules governing clan deposits/withdrawals by the leader or anyone appointed as treasurer. As far as I can tell, those with access can deposit/withdraw funds as they see fit. |
There is General Rule 3.26.1, but that only applies when money is collected in the clan for a particular purpose.
There's also General Rule 3.15.2, but that only applies if money is accumulated for the purpose of becoming a Military clan.

So if like someone is appointed treasurer etc.
And someone takes out e.g. 1 mio... and never repays it. Or atleast for like a year so far this could be considered, well not really in thread with the game? |

No. He cant withdraw gold from the clan without consulting his clanmates, most of clan funds are labeled as collecting gold for some purpose(smithing, arts, TGI, something like that), but the legal matters are between the leader and his clanmates, they have to notice and report it in the first place. There have been few scandals about defrauding collected gold. |
Yes well i was merely thinking that if you as established players wanted to boost someone, you could just appoint them treasurer then and let them withdraw from the clan account.
It dosent fall under a loan so repaying is not under any time restraints etc. |
