When you solo hunts, sometimes it says "...taking to the heels...." When this happens to you and another player at the same time, then there's a chance it would become a merged hunt.
As you can see in a merged hunt it's 2 players vs 2 hunts at the same time. |

| Sure. Its just that two players of different levels have to click "hunt" at the exact same time for a chance to start such hunt.. |

Should be, but it is rare.
1.) Not many level 14 players.
2.) Most level 14 players don't do solo hunts. |
