Not only 15 lvl player are missing.
For example there is missing this lvl 10 player (coolahed):

Well, coolahed does appear on this list, and seems like characters that are created recently are too. Coolahed was still lv 7 when it last updates his data. They just updates "newer" player less often.
Nutella is still lv 11 on the list. :P |
