I'm not sure what you're asking. +2 Morale only gives them a Morale bonus, not a Speed bonus.

Also, their Bravery skill only states that they will always have a minimum of 3 morale. So if you have +2 Morale, your Mino's will still be at 3. If you have +4 Morale, however, your Mino's Morale will be set to 4.
