That's only for the amount the thief receives (if he wins the battle).
For example the caravan or victim loses 64-80g. Then the thief wins that amount x TG level (0=1). |

Think of it as Empire subsidies. Empire subsidizes thieves for not taking more gold and following certain rules of conduct. :p
I always like using min arts to make gold this way. :) |
