The issue is whether you are standing on the point of legality or on school ethics. Legally you can paraphrase or do minor adjustments to the original work without any trouble. But for school ethics and professional literary works, you need need to cite anything you quote, paraphrase, or modify.
what are schools to state what's right and what's wrong? ethics are opinions. law is law

Any piece of school work you submit, you are saying it is your work. You have closely imitated the language or thoughs of another author and represented it as your own. A simple black and white case of plagiarism.

In regards to 22. In the future, lets say you do a job where you are meant to be creative. Try to copy someone elses work with a few tweeks and see how your boss likes it.

This is a classic case of someone wanting to find an out and trying to bend the rules to get that out. It was plagiarism. Simple.
