It is possible to find a Smith in the trade forums and repair your equipment with them. Any character who has reached combat level 6 and has built the Blacksmith in the castle, can repair artifacts.
However it must be noted that repairing arts is wasteful compared to refreshing the worn out with new ones.
When you sell a 0/X artifact to state you get 65% of its original cost back, no less! Thus, once invested in the artifact, you only need to pay 35% each time to exchange it for a brand new shining one.
You can sell your broken artifact to state right from your inventory, by following the Sell link on the item.
Not that this refund is true only for Shop artifacts, i.e. everything displayed here:

Still, use smith for "enchanted arts" and resell artifact arts in your inventory, then buy some brand new arts. Just check the amount of ressources needed and gold.
