If I sent a letter to the administration that-be have blocked me on their own, but then changed his mind and wrote that-be are not blocked, then the block?
I understand that the lock on their own is not performed.

Your question is very confusing, but this is what I think you are asking. If you sent a PM to the admins or the secretary asking for a Block by own will it will be ignored because without Arctic here it is not availible.
