2.5. The official game language is English.
2.5.1. It is allowed to use other languages in the following cases:
- The phrase is a quotation. In case of large amount of quote text, a brief English rendering is required.
- The language, being mother language for the majority of members, is used in a specific clan's topic.

the official language in english. go and read the rules...
get a translator to read if you cant read english.
after all, even RU server has a rule to restrict player to use other language, nothing SO surprise that COM server has such rule as well.
also, you had agree to follow the rules while register the game.
