in complains forum because he owe me 30k..and didn't give me back after 1 month...but he did not get any punishment..

if you're saying if someone is the treasurer and they deposit money, then you withdraw the money for your own uses than yes, its illegal.

Lol thanks erek for your info but i guess it s not totally right...
I do not think the player will be blocked but fined... May be twice the amount loaned or more (depends many parameters)... Anyway the job will be done in the future, do not worry about that.
I will suggest loaner to be sure about the player before loaning anything.

| 3.14. There are limits for transfers intended as presents or loans. Maximum size of debt that can be owed to all other players in total is 20,000 * [Combat level] gold. The maximum term for loans is 1 month, unless the comments to the transfers state a shorter period. |
