On short no.
If you loan money to other players, it is all at your own risk. If the person you loan money to is blocked, or can't return them anymore to you, then you've forever lost that money you gave as a loan.
If you want to borrow money from other players, you can not ask on forum/public. You should ask your friends in PM, privately.
