I am doing MG quests with a lot interest now butwhat if i decline? ofc I would lose the wuest but what about reputation?

Don't worry about reputation, it's practically worthless! Enjoy Merc missions, they are varied and you can do them at your leisure. :)

Let's just break this down:
Reputation = Min 0, Max 10. Each 0.5 rep reduces waiting time for next quest after a successful quest by 1 minute.
Rep in no way affects if you get an element or not.
If you succeed in a quest and report back in time, +0.5 rep
If you pass a quest, -0.5 rep
If you fail a quest and report back in time, -1 rep
If you succeed in a quest and don't report back in time, -1 rep
If you fail a quest and don't report back in time, -2 rep
If you finish a quest (succeed or fail), waiting time for next quest is 40-(new rep x 2)
minutes.
If you pass a quest, waiting time for next quest is 20 minutes flat
