he is constantly accusing people of being able to pick their cards. its really annoying.

Mate, stay within the game rules. Nobody cares if you are being lucky or unlucky in tavern, but it doesn't provide you with any right to accuse other players and simply shy away from the challenge wasting other people's time waiting for you skipping your moves. This is called the bad sportsmanship and it is punishable here.
IF you can PROVE someone is cheating feel free to report such a dishonest player, other than that you MAY NOT occuse people of being cheaters just because you feel so.
