As we all know we have a hunter's license in the game which allows you to hunt faster. Then why could we not have a similar thieves' license?
How it makes sense:
Rookie thieves need longer time to recover from a defeat, however experienced thieves are used to it, so it won't take them long time to recover, and with the assistance from the guild (this license), the recovery will go faster.
How it works:
3 different types of license are able to purchase from thieves' guild @ SH
1. Junior Thieves License: reduce the recovery time after a defeat from 60 mins to 45 mins. Price: 7000 gold/week, able to purchase after reaching TG lvl 2
2. Senior Thieves License: reduce the recovery time after a defeat from 60 mins to 30 mins, also TG battle against a caravan could be triggered by players +2/-2 levels instead of +1/-1 levels. Price: 10 diamond/month, able to purchase after reaching TG level 5
3. Master Thieves License: reduce the recovery time after a defeat from 60 mins to 15 mins, also TG battle against a caravan could be triggered by players +4/-4 levels instead of +1/-1 levels. Price: 20 diamond/month, able to purchase after reaching TG level 8
Why we need to have it:
People who loves doing TG will buy it since it is not very expensive and the effect is very good and makes the game more enjoyable. It is likely that it will increase number of players online.
Why it does not break the balance:
Doing more TG will make people level up, it's just like increase the time you play this game and it won't hurt the balance. And as you can see, the most powerful license could only be purchased at very high TG level, when leveling up is very hard. | | + 1 | | +1 | | +1 | | + | | +1 | | +1 | -1

thief licence is the most expensive instrument of donations
example : tier 3 + tier 6 upgrade total
thieving is -unfortunately for .com - high levels main source of xp/fsp
by implementing suggested 10/20 ˆ additions, game developers would be admitting their MOST expensive tool is ill designed, not worthy of buying.

I agree, I've asked Arctic about whether we could change the TG mechanics in .com, but according to his answer, the admins seems have no plan for this...
