It is not a game problem. Just use arts which increase your initiative and let your bows take turn first.
what about this battle :

i had 4 initiative she had 3 initiative
but every things was the same at first turn my bowmen died |
The pre-combat positioning of units on the bar happens with a random deviation of 0% to 10%.
That means that some unit can have up to 10% bonust to iniative in the beginning of battle. You just had bad luck about this, so no problem here |
