No. This is NOT illegal.
The first transaction is Alosi buying another cloak from idealism for 2800.
It is within reasonable price. He probably bought that cape when there weren't many available and then tried to resell it for 4280 to make profit.
You fail to mention that the second transaction 2738350 is when Aloisi posted and then bought his own cloak at 4280. If you want to post a wooden sword for 100000 and buy it from yourself, that's completely your choice.
