Er. Entirely incorrect.
a) This is the English server, therefore English is the language of preference as well as mandatory language for public communication on the site.
b) English is *not* the international language. There is no official international language. However, because the United States -- and previously England -- is the hegemonic country, the rest of the world is somewhat forced into learning English.

No need for penalization. Just a quick notification so the person will understand that using english makes it easier for pple to check their logs.

for ipslne: The rest of the world is not forced to learn English. It's just that English is used by more pple than any other language in the world, making learning English extremely useful. There is no "forcing". |
