Yes, it isn't, same with the spirit link on vampires.
What about enchanting - it never works in tournament with limited type of artifacts (i.e only shop arts). |

| It hasn't been working for ~2 years. May be its effect in st was cancelled in the same time with introducing st here (i am not sure). |
First ST was in Feb 2009.
The effect was cancelled around the Nov/Dec of 2009 (not sure, wasn't very active then). |

| everything else works for wiz, except mana recovery. |
