So at reputation 10 waiting time=20 mins. |
| base waiting time is 40 mins by the way. and after declining quests the waiting time will always be 20 mins regardless of reputation |
| Adding to that, i believe to decline a quest costs -0.5 rep and to fail a quest costs -1 rep |
