Talent wheel review. Faction: Wizard

Basic Holy magic Talent description:
Hero can learn lvl 3 Holy magic school spells. All Holy spells efficiency increased.

For example, lvl 6 Wizard can take Basic Holy magic Talent and can build Magic Guild level 1, but he can't use any Holy magic spells, even lvl 1.

Why?

Is it true that only lvl 10 Wizards can use Holy magic?
(I think there is a buiding granting ALL Holy magic spells at once)

A wizard has to build the academy of holy magic at level 10.

So lvl 9 Wizards can't use any holy magic at all, right?
(and Holy magic Talent is completely useless for lvl 9 or below Wizards, right?)
