What Dragjons9 is referring to is the quest specialisation. While you can get all types of quests at both locations, each offers specialised quests.
The chance of getting a specialty-matching errand is 70%, while the chance of getting a non-matching errand is 30%. - Although, it is believed that the Seraph's Tears Mercenary specialisation might be broken. |

i think its broken because i got armies in seraf`s tear too much more than monsters toooooooooooooooooo much more since long time ago
