I read the link. I am clear that passing by does not decrease the number of enemies faced.
It is not clear whether losing has the effect of decreasing the next number of enemies faced in the hunt. |

So to sum up
Losing a fight will not make hunt enemies decrease
Passing by a fight will not make hunt enemies decrease.

| I am hoping that that is in a Mercenary Quest not a hunt, where losing will lower the number of enemies in the next quest. If not I am following an incorrect assumption myself. |
| Both hunts and MG will never decrease in difficulty, regardless of whether you pass by or lose. The only type of battle this is true for is ambushes (Thieves guild battles), which decrease in difficulty when you lose. |
