Until and unless the clan is lead by admins, It will be called a custom tourney

A leader cannot collect monies, or use existing clan funds, to set up Custom Tourmanents with gold prizes. The other thing they cannot do is raise funds for something, and then not do it: ie swindling. There are a lot of issues in regards to raising funds for "clan property," but that is another issue. All in all you just have to hope your leader is not a scumbag ripping people off by lining their own pockets with clan funds :)
