Can someone explain why Runes only work sometimes? I keep waiting to use Resurrection Rune when my unit needs it most, but then the Rune Bar doesn't appear. Is there some limit to the number of Runes any given unit can use per battle?

The runes work according to the rules, here you can find everything about them (scroll to the middle of the page until you get to "Rune magic") :
