First of all there is more than a few exceptions, there is also block that has not been explained and just seems a bit weird.
People are different and your are generalising, which rarely leads to anything good. |

It appears that coolahed was unblocked with certain conditions (ie maybe pay back your debts, no more roulette, etc)...think of it as a "welcome back, but by the way, you're on Probation" lol.
He decided not to make paying back his debts a priority, and he borrowed more monies...to gamble on roulette...
