The empire writes and i quote
"I do _NOT_ possess the mighty UnBlock button - Block I have but UnBlock not! No idea when I have one :)"

If the empire does _NOT_ Posses this button, which admin character does?

Because i have seen characters unblocked before

Why does it matter who has it? All we need to know is that at least one of the administration characters have an unblock button.
