A friend of mine in the game asked if I could hold onto some of their arts so they could free up some inventory space. The only way to do that would be to transfer to my disposal for 1 gold.  
 
Now, my question is, if we do this with a description that I am going to holding onto them, and I  don't use them for battles or sell them or anything like that, would this be illegal? 
 
also, on another note, if they have 45/45 inventory and they send me art to be returned in..lets say, 20 days, would thier inventory go to 44/45 so they could purchase more gear?

Yes, it s legal. It is a service offered by many people in the forums. But he has to send for '0' battles.

The only acceptable transfer of artifacts for such storage is a 0 combats lease with the cost of 1 gold. Maximum term for such transfer is 1 month as defined by rule  
 
3.14. Maximum acceptable price for renting out inventory space is 25 gold per item per day.
