I have some doubts about certain rules.
3.14. There are limits for transfers intended as presents or loans. Maximum size of debt that can be owed to all other players in total is 20,000 * [Combat level] gold. The maximum term for loans is 1 month, unless the comments to the transfers state a shorter period.
3.15. Presents must not exceed 10,000 gold * [Combat level of the grantor] + 250 * [Diamonds obtained by the grantor through donations] per month.
Are these 2 rules independent of each other? Example, a level 10 player -
1. Can the player take 100k gift and 200k loan in the same month?
2. Can the player take 200k gift, return it after 29 days, and immediately get another 200k loan from the same player?
3. If they are independent, then a player can loan 100k, and get 100k gift from same player to return the loan?
If yes, then technically, a player can keep doing this and forever have 200k (and more when he goes higher levels) extra gold to play with compared to other players?
Technically, isn't this the same as 'not returning' a loan?

2a. If by "gift" you meant loan, then no.
2b. If by "gift" you meant gift, then 200K gift is illegal to begin with except by someone who donated for 400 diamonds.
For argument sake, lets say player A, has donated for 400 diamonds.
Player A then makes a gift to player B.
There is no such thing as "returning a gift" 29 days later.
If a gift is unwanted it has to be returned right away (in a few days, I don't think there is a set time).
If a gift is not returned right away, it is considered accepted.
Returning it 29 days later, would make it a second independent gift from player B to player A.
At this point this may be trouble because 200k may be more than the allowed gift size from player B.
3. In cases of continuous gifts and/or loans, players get blocked. | Sorry, I meant loan yes.

if players wanna cheat they will simply give a gift instead of making things complicated & every time there is pointless loss of money

Who wonna give so much gifts? | They are both considered independant and each limit is counted on their own.
However, if a player is frequently getting another loan to repay a loan or they receive lots of gift then admins would probably look at their case under the financial assistance rules.
So while technically you can do this it is not really advisable and the more often you do it the more likely admins will take notice of your character(s). | Not commenting over what has already been said, which could be right or wrong, according to the way things are interpreted, but:
Technically speaking, I would like to point out that the 29th day, you *must* return the whole amount, before you can ask for it again.
So, practically, those money aren't 'spent' since to give them back you need to cumulate again, and as such you are just moving the hoard part to the beginning of the month instead of the end.
I know this doesn't make sense at first, and one would think 'I can spend, then put the whole together again, give back and spend again' , but that's exactly the principle that made world economy fail a few years ago: it just doesn't work.
It's like counting steps, starting from 100 instead of 0: in the end, if you count 10, you just moved 10 steps forward.
Then what makes people get blocked is that at some point they fail in this useless ring (that is, they spend the money), either not returning the loan in time, or not in full, or getting a new loan to pay the first.. in short, breaking rules.
The catch is: remember you are not allowed to borrow more, until you have returned what you already borrowed.
But let's make a practical example to be clearer.
Your lvl 10 player (A) will borrow from another lvl 10 (B) player and get a gift from him.
First month, A gets a total of 300.000 gold
second month, A gets a total of 100.000 gold and gives back 200.000
second month A borrows again 200.000 gold
3rd month, A gets a total of 100.000 gold and gives back 200.000
3rd month A borrows again 200.000 gold
at the end of 3rd month, before borrowing again, A will have (assuming he spent nothing and earned nothing) (100.000*3+(200.000-200.000+200.000-200.000))= 300.000 gold.
if you bring this forward for one year, that makes 1.200.000 gold, + the fixed base borrow of 200.000. As you may have realized yourself, if this guy had or hadn't done that complex lending swaps, the result would have been the same: 1.200.000 gold that comes from allowed gift, loan being an useless floating.
Of course, then, you must find the player that will "gift" you that much gold without being.. shall we say on your same IP? ;p | 300,000 gold each month would be two times 1% = 6,000 gold tax, that would be in 12 months 72,000 gold tax.
